		<description>Just some additional thoughts on the matter.  Re-using your own water has other benefits...

Financial: if you need to wash your clothes and water your lawn, why pay for the water twice when once will do?  Why should 'my' water go to someone else's golf course or farm field?

Regional: in areas where water is a scarce resource, it must be used as much as possible before it is released.  This should also be done in water-rich areas, but it is unlikely to happen. 
 
Local: if you live in an area where the POTW discharges into a stream with no re-use (most of the midwest, for example), then the benefits you describe do not exist.

Infrastructure: in many older cities, the infrastructure is old and needs to be replaced to handle the higher volumes from expanding populations.  THis can be delayed by reducing wastewater and increasing water re-use.</description>
